I think people need to actually do things with him, though. The only stuff we have is all portrayals people hate. Nobody has tried to write a likeable Savage yet.
I mean, I'm guilty of the former, but you're supposed to hate the Savage I'm writing.
So I was on a transatlantic flight about a week or so back, with many, many long hours to kill, since I can never get a wink of sleep in that dry and dreary cabin atmosphere. In-Flight entertainment had plenty of movie selections of course, and after a bit of lazy browsing, I realized I hadn't actually bothered watching any of the James Bond movies starring Daniel Craig, save for Casino Royale back when it had been released. And hell, I had enjoyed Casino Royale and Craig's portrayal of a more gritty and emotionally involved James Bond; I just hadn't been in enough of a Bond mood to keep track of the movies ever since.
So I decided I'll start the Craig run fresh, but try to imagine it's a Jack Savage series throughout; Inject different mammals for different characters, try to imagine the action scenes as appropriately, and so on. It helped of course, that the Craig-Bond movies are all linked together in plot, and there's actual character development for Bond throughout, starting as a cold-blooded but relatively fresh '00' in Casino Royale, and slowly going through more and more hellish missions and situations that damage and whittle his spirit down, inch by inch.
I had more fun than I ought to, and now I'm stuck with that particular perception of Jack Savage in my head. If you haven't seen any of Craig's Bond movies in a while, I'd suggest giving it a try, just for the hell of it. The pre-credits opening scene of Casino Royale is fantastic as it is for introducing a whole new Bond, and imagining Savage in there instead made it far more entertaining.
All that said though, Judy is for Nick. WildeHopps is unsinkable.

The issue is a meta one, not an in-universe inconsistency. From the audience's perspective, Judy's story is a classic underdog tale; A small but brave character, striving to achieve something that was thought to be impossible for her class/species; To become the first of her kind to get across a line that's supposed to be far beyond the range and reach of her class, as far as the world was concerned. We watch her fight tooth and nail to become an accomplished, rightfully recognized police officer, in defiance of the prejudice that bunnies are too small, too weak, too cowardly and too insulated to ever take up a career that demands the exact opposite of their supposed nature.
So after all Judy has achieved in the first film, Jack Savage can't just be introduced out of the blue as a superspy, or a government field agent of some kind, without the exact nature of his work carefully toned-down to not overshadow Judy's accomplishments. Otherwise, to the audience, it inevitably diminishes what Judy had achieved after all the drama and tension of the first movie. An accomplished bunny spy had already demonstrated immense bravery and brains, and broke through the figurative grass-ceiling long before Judy did? Suddenly her accomplishments look small and petty compared to Savage's; This could arguably make an interesting hook for a plot-line or drama, but only at the cost of retroactively declaring that Judy hasn't actually done anything that unique or noteworthy. Nobody wants to see that happen to Judy.

What are you talking about? Judy's accomplishments consisted of one montage, the rest of the film was just getting other mammals to see that she was as capable as she was. Even then, the whole point was her proving that anyone can do anything, as in all bunnies could be like her if they wanted, not that she was some freak outlier. Her accomplishments that mattered in the movie had nothing to do with her police work, the more important part was seeing her grow as a person and get over the prejudices she didn't even know that she had.

There are a lot of inter-connected plotlines and morals in the film; The narrative of Judy going out and proving that being a bunny doesn't and shouldn't mean meeting society's expectations of a meek and insulated mammal is one of them. She's not meant to be a freak expectation to the rule; Just the first to actually go out there and challenge the established notion head on; Prove that Zootopia's slogan of "Anyone can be anything" (which is mocked by the weary and the cynical, for being a hopelessly idealist phrase) has actual merit.
On that note, she doesn't fulfill her desire of becoming a cop the moment she graduates from the academy; It might seem otherwise at the surface, but as she discovers, there's more to being a cop than just having the shiny badge. Which is why she's still just as ambitious and motivated to press on and become an ideal cop, representative of what the ZPD is supposed to stand for. Pretty much all of the rest of the challenges she faces, as well as the personal growth she experiences, is part of that journey to become that ideal police officer she dreamed of being.

Why not? The field is wide and varied, and different species can fill different niches. An elephant or polar bear might seem huge and clumsy, but that's assuming you aren't trying to infiltrate a location where bears or elephants happen to be the norm. Heck, you're even assuming the mission involves infiltration. Not all spycraft is about breaking and entering. Some spies are just plants and sleeper agents. Others are heavy muscle. The craft demands entirely different skillsets and abilities, depending on the specific purpose or mission.
The more common ground in all of spycraft though, is that it requires a very level and calculating mind. The ability to keep your cool under pressure, and accept firsthand that if a job goes south, it could very likely cost you your life and limb. Hence again, why a bunny spy like Jack can be a big deal; Bunnies are supposed to be meek and nervous wrecks according to societal norms; They ought to make terrible spies (and cops etc.) because of this, no matter how fast and agile they can be.

Because we got to see Judy's journey, whereas with Jack you'd be coming in later on. Like you said, it's not really the destination that's important, it's far more interesting to see how they get there. Aside from that, the "point" of Judy's character is to see how she copes with others challenging her preconceptions, if the movie is anything to go by. By introducing Jack as something approaching an equal to Judy, there's ample opportunity to contrast the two as to how they fit their roles.
Basically what I'm saying is that for anything Jack being "first" might take away from Judy, there's far more added in being able to use them as a foil to one another to build their characters.
But like I'm saying, I still don't understand how Jack being first affects anything, seeing as it'd just be something we're told happened rather than something we experience.

You kind of have those backwards honestly. Solaire is very outwardly friendly, because he is, but inward he is totally directionless, his "sun" he seeks is not an objective, but seeking to remove that lack of a one. He's basically searching for anything worth a damn in life, because he knows he doesn't have anything.
Meanwhile, the chosen undead fits Judy more because, while he IS more of a blank slate, he does decide he wants something chases the far goal, achieves it against extreme odds without giving up and succumbing to the "curse" or in Judy's case, jaded worldliness.
