Both. The former are "Shy-Mimics" they look like Shys, but aren't. Can be social, shy, any personality really, but their origin is not that of a Shy, variety of sources, usually magical masks taking over their body.
The latter is a Shy, born into the Shy Tribals, they can have a variety of personalities, but their one staple is they are well, shy. To see who they are really, you gotta get to know them well. And I mean really really well.
