It was gonna be a spy movie called Savage Seas starring Jack Savage, bunny spy.
It was gonna take place mostly on a ship at sea, but they realized they thought the city that the movie was in in the first act was much more interesting, so they dropped that pitch and wrote proto-zootopia

Mostly what >>3237828 says. A semi-fleshed out initial protagonist for the movie project that eventually became Zootopia. He eventually morphed into a fox though, and the name was changed to Nick. Once they decided the city itself made a much more interesting setting, it didn't make much sense for Nick to be a spy, so they changed him into a slick, sharp-dressed con man. Then further changes and revisions, and so on.
