Well,
When a writer is trying to do something in a story like that, then intention is to make you say "No! Dammit no! Not like this!" and make you want it get fixed.
So you want to keep reading to see things get better.
But the way it was written didn't seem to want that.
It was almost like it was done just to cause stress.
I'm not sure though. I read the newer chapters (18-21) This morning when I was sleepy, so I'll go back and re-read to give a more proper explanation later.
It just doesn't feel right. But I can understand the usual purpose to something like this.
I wonder what type of motiffs animals use for their superhero shows because they can't just default to animal ones.

Well there are some themes that'd persist into that universe.
The heroes journey style would definitely persist.
And they'd probably go with themes more based on being more than what you appear.
Like, a weasel with the strength of 15 rhinos who fights to protect the little guys from big crime bosses (not Mr. Big big, like elephant big) despite being a weasel, who everyone judges to be a slippery trickster.
I also saw one that showed a rhino character with a Adonis like physique as a super hero character.
So really a lot of motiffs could stay the same. Just think of them a bit differently. There's more to work with in their universe since stereotypes are much more overbearing.
It'd be like having a black superhero in the 30's who stops thief's and rapists.

It takes a bit more analysis of it to properly form an opinion, and it's not something you can skim.
It inspired my writing though. That and "The Fox and the Rabbit" served to help me figure out how i can write the best.
And the short paragraph format is really easy for me to write and I enjoy it the most.

It was going to be a real comic when I drew the teaser
By the time I posted the ideas, I'd scrapped the idea
But then I realized I could make a ten-page comic out of it by turning it into a joke strip, which is what we got

I think the economy more or less functions in various states of isolation.
Like we have target age groups and what not

Well from my experience
Most artists either have static prices based on either how many panels or how long it takes.
While other artists just give an estimated number that's influenced by how much they enjoy their work, the specific piece, etc.
And also the artists pride/arrogance plays into it
An artist like slugbox won't do anything for less than $60 a piece.
While weaver does stuff for free and lets us donate if we want.

there's a lot to consider
writing these comics can take a varying amount of time -- The Late Stake took several days, Neighbors' Toy took about a week on and off, but Sloshed Fox was done in just over 24 hours because I was really in the zone
However most times I'm working on them I don't do much of anything else, even stop for breaks or play vidya; they consume whole days sometimes. And while I hammered out Sloshed Fox quick but I spent ages figuring it out in my head
I would charge by end product (probably per page?) rather than some hourly rate, for those reasons, but even then I'm hard pressed to boil it all down because there's just so many considerations
Not to mention that all the comics I've done so far are ones I was really enthused to be doing, and there's a big difference in writing out someone else's idea, or a comic you're not as hot on

A comic is a big undertaking and I'd have to charge a pretty significant sum for it, but I've never done a commission like that before and I'm reticent to use someone else's rates, so I really am not sure I could put a price on it off the top of my head

Nah, in a setting like Zootopia, OCs are fine. It's a giant setting that the movie barely scraped the surface of, and the canon characters from the movie can really only do so much in it without it being extremely forced. OCs allow you to look at the world from a different perspective.
Now, that said, the problem with OCs typically is that you make them more important to the world than the canon characters or just copy said canon characters. As long as you don't ship OC with CC or have an OC dethrone a CC, you're fine.

Don't be afraid of cliches just because they're overused; use them to your advantage and either subvert them unexpectedly or use them to reinforce acertain aspect of a character or something.

Well, a cliche is anything that is commonly done because of it's appeal.
I played off the cliche of a disarming smile. That being a character who seems friendly and sociable, who is actually just in it for himself.
There's also ones like the Max Payne cliche. A veteran character who has undergone a lot of bad stuff. But deep down, they just want to protect what they care about, since they are, in honesty, a good person.
Just because other people do something doesn't mean you shouldn't.
Just avoid things that REALLY cliche that make people cringe when it happens.
Things like a character having a stereotypically troubled past to justify anger, "the chosen one", explicit timers on when something can get done, and my personal choice of worst cliche...
Using sex as a reward for a character or as a motivator. Sex shouldn't break the story, it should enforce it, not cause it.

This, a million times on that. Don't be afraid of tropes, but don't make a story you can predict based off tropes.
Just try and make characters that, to a reader, feel real, and put them in a world that feels equally fleshed out.
Sometimes tropes and cliches are suitable and add density to your story, so don't be scared of using them because they have a bad rap.
