Plenty of people do, but the canonical reasons are twofold.
1) They tend to congregate in urban areas due to the desire for a fluffy to find a human 'mummah' or 'daddeh' and be adopted as a pet, and in most urban areas shooting vermin is heavily frowned upon
and 2) All too often they're considered to be not worth the cost of a bullet, especially since by being created to be toys they were intentionally made extremely fragile.
Then again abuse isn't solely meant for population control, it's also just to let off steam.
