To be honest, I really don't understand why this is even an issue. If it was meant to only be able to do so much, it wasn't actually able to do what it says it can do, there should have been an implication of a maximum from the very beginning. Funny story: Way back in KOTOR and Clone Wars (jumps 13 and 14) I was a Sith. Technically I never /stopped/ being a Sith so much as I didn't really get into the edgy parts of it, and sauntered vaguely Lightwards because I was more into the joie de vivre aspects.
I just liked screaming UNLIMITED POWAH while throwing up the devil horns and shooting lightning at the sky a lot.
And then I started getting into stasis, and I just kinda got distracted from Force stuff. If Dark Jedis are a thing, are Light Siths? Because I think I kinda ended up as one out of sheer bloody-mindedness.
I never even had anything against the Jedi, before or after becoming stasis incarnate. I just think that right here and right now, the Sith are doing a better job of promoting order.
I'm totally leaving behind an old folks' home to give Yoda somewhere nicer to live out the rest of his days.

He fought for years, lost dozens of friends, was tortured for what must have seemed ages, and when the Imperial City fell, the one who put him to the thumbscrews said, to his face, that it was all his fault.
Then the Empire stabs him in the back and makes all his work for nothing, all his sacrifices meaningless. While they lick their wounds, the Redguards force the Dominion into a treaty on their own.
He gets back, and one of the few friends he still has among the living loses his city to Daedra-worshipping barbarians. He sees an opportunity to do what he thinks is right, takes it, and then once again gets stabbed in the back.
Does that justify any of what he did? No - but how much of it needs to be justified is a matter for debate.
What all of this shows is that Ulfric is a man with no one left, beyond his fellow Nords, his Stormcloaks, who he can trust at all. Everyone else either started out as his enemy, betrayed him, or has been a nuisance all the way.
Everything he's done was inevitable, knowing the type of man he is, knowing what he's been through? Were there other options? Yes. But Ulfric is not the kind of person CAPABLE of considering those other options.
