Er...take the stuff you think that's coolest? That's what I always do.
The important thing to remember about Mage magic is that to really get some major mojo going you need time and resources to set up some rituals, in order to pull off powerful effects. So you may want to consider a balance of Arcana between stuff you're willing to invest effort in and stuff that's useful even when being pulled out on the fly. Personally I strongly recommend Spirit for being a very versatile arcana given the communion/creation of Spirit effectively gives you some degree of influence in the other arcana indirectly i.e. summoning/creating a Spirit that has some level of influence over those other areas and Fate for its' subtlety.
Oh, and attaining rank 5 in an arcana enables you to create Rotes for it-which is a magical effect refined by multiple mages that uses symbolism in the Fallen World to make the effects easier to cast and less likely to create Paradox.

I think the free Realm of Heroes perk immediatly sets it above local, in addition you're able to get 2 free innate talents if they go human, which cost 200 cp each for Players. That's 500 cp worth of abilities for free, just for choosig local over player.
The only thing going player gets you, outside of the ability to buy 42nd, is a discount to your race, which only gives 300 cp back, and that's if you choose the most expensive race, the Doppelganger, which I've seen very few people do.

As for the different variant Switchblade has a variety of fire modes meaning you can sorta throttle how much destruction each shot causes in exchange for a higher rate of fire, Jailbroken means you can charge the gun out of an external power source and fire even more destructive shots, and the suit version... Yes. It's deceptively subtle; the GBE punches through at least two layers of the Megastructure without slowing down noticeably, and probably goes on to strike through some others given it was later used to take down a Level 9 Safeguard. You have to understand-the Megastructure is a solid, continuous mass of matter the size of the solar system-as in, planetary orbits and all that taken up by vast layers of metal. The ENTIRE solar system, not just the planets, debris and sun. It's literally denser than should be physically possible, and yet instead of crumpling into a new planet/star it remains city-shaped. It's heavily implied there are massive Gravity Furnaces deep within it literally warping its' gravitational field to reinforce it, and that they got some of the matter to build it from alternate universes. And somehow, the GBE can punch through it like wet tissue.

Undoubtedly that'd be Chardent, the firey Shushu greatsword I picked up in Wakfu. Also Mairwen's been a good influence on him, so there's a blooming romance between my laptop and my sword.
The other signature weapon is my less lethal option, since its part walking stick, part club, part traditional fighting dog tool. Just a big bone I use as a staff. Most of the time I actually use this or my natural fighting abilities rather than pull out Chardent, because honestly most things don't rate getting cleaved into bits by a sapient demon sword. More commonly Chardent is used to travel to hard-to-reach places and mock things.

So, I've been trying to think about how to approach Neo-heisei Part 2
Since there's a MILD time overlap through Part 1 and the beginning of Part 2? I'm wondering the best way to keep this from being a massive issue.
The easiest thing to say would be that Part 2 starts half-way through Fourze's Plot and when you go in, it's essentially an A.R(Another Rider's) world instead of the one you visited in Part 1...Luckily there's not a LOT of perk or gear Overlap with Part 2, since the Fourze driver and Power Dize aren't the big-ticket items once the plot starts rolling and no actual perks that reflect gentaro except one or two really show up as vague references in Part 1
Just wondering how to handle the very small window of time you get between shows unless I'm going to assume that...again, you start off in AR worlds where the previous actions you took up till the point the jump starts havent happened (or if they do happen, they happen in a very broad strokes manner that allows the events to mold to the canon without breaking it to the point of making everything crazy)

I'll just go into detail on the more prominent (lately) weapon / armor: Prometheus
After obtaining it as an Implanted Relic and scouring all of Japan finding it's fragments to make it a full Relic (thank you, Bastion), I displaced the sentience in Janpaseiga (my heavily, HEAVILY upgraded sword) and melted the sword down using my augmented Crucible from Journey to the West, allowing me to both transition it's "statistics" to Completed Prometheus, before upgrading the chains with the metal that was once in Janpaseiga. and then planting Janpaseiga's
After that, I upgraded it as Armor in Akame ga Kill, where Prometheus - on top of having a Symphogear's native emotional empowerment and evolutionary qualities - got upgraded with Reflective Defense, Evolution, and Emotional Empowerment. Gained the title (as all Teigu seem to have a fancy title of some sort) 'Bound in Passionate Flame'.
Fast-forward to Bayonetta, where it got upgraded with Money Maker, Magic Enhancer, Elemental (Lightning), Elemental (Fire), Fixer-Upper, Inhuman Aesthetics.
And to go into any other upgrades that occurred would take up multiple posts, so let me finish it off with the Tri-Memory Driver from Neo-Heisei Part 1 - with the three Gaia Memories DRAGON, PASSION, and BLOSSOM. I made the Tri-Driver a permanent piece of Prometheus, meaning whenever the Relic manifests, so does the Driver (with all three Gaia Memories waiting to be activated).
This combined with Evolution x2 and Emotional Empowerment / Enhancement x2, the Magic Enhancer, and the fact that the entire get-up regenerates on it's own... Well. You remember that post.

But in terms of size or interesting things to do, it is just the most worthless town. Certain player characters can learn spells in-game, but they're part of a predetermined list, which means you will only have what you've purchased. Since purchases ALREADY give you the spells, there is no reason to learn them in-jump. If you don't buy anything, then you simply lack the potential, as the main character does.
Except for the Modern Magician's one. While you can learn that one in-jump if you try hard enough, you won't have Benefactor fiat to keep it.

My Idea was to offer Uber, L33t, and Accord positions since they have powers near identical to ones you offer.
Leet would become a Rouge, and Jumpchan would put him in a fugue where he downloads a bunch of his shards knowledge onto a computer instead of getting screwed over, (spending 300 CP on Tinker-tech Cache) and his power now lets him understand the tinker-tech info dump he just stole form his shard. (becoming reverse engineering)
Uber would become a rouge, the skills he temporarily learn are now permanent (becoming Enhanced Memory) and he can even use it on others in his employ (300 CP on Best in the Business Perk)
Both get the free Business and are now legal and profitable (Jumpchan &/or myself fixes their image legal troubles as a one time boon)
Accord is still a Villain and has the same power (Compounded Computation) but Jumpchan has a word with his shard so it no longer makes him crazy, and he gets vials from her now as signing bonus (300 CP on Cauldron Vials) and no longer needs to but them from Cauldron.
Is that within the realm of fanwank, or to far outside the rules?
Also, for those who do not want to invent their own powers, would using "Give it a Boost" 600 CP perk from Unholy Heights (Boosts an item double in good effects in every applicable area, and halved in bad effect in every area) on Cauldron Vials make them as powerful as the powers listed there? I don't want to agree with the yelling guy, and I don't want to sound like one of those folks who yell 'if something is stronger than you it will 100% try and succeed in killing you', but I honestly don't think losing all previous powers from every jump you've been to for an extra 100 cp is fair.
Unless you were completely unsatisfied with how much cp the original drawback gave and your just trying to correct what you percieve to be a grave mistake.
If I may propose a compromise, I'd like to suggest splitting the drawback in half: one drawback that seals in-jump powers, and one that seals out-of-jump powers.
I personally feel that that would be much fairer and offer greater freedom of choice.
And you could still include and a combined version of it, maybe, for those who are brave/crazy.

Made my Armed Device into shotgun gauntlets and roller-blades that transformed from a set of dogtags. Added codecasting, dust chambers, and aura channelling to it to make me basically a muscle wizard in RWBY.
Gave the Devil Arm Gilgamesh to Akitsu, which became slicey boots and stabby gauntlets with Dust Chambers. Also gave 'em an alternate form in anklets and bracelets.
Pandora went to Kirishima, and well...picture a glasses case transforming into a suitcase which then transformed into all the guns, shurikens, bows, and crossbows. With dust chambers.

I snag pretty much every fruit I can find at this point, but I'm a bit drunk and my brain is fried at the moment. To try to be constructive, and make the drawback better, first stop using no out of jump powers, because it is lazy. I do not like it because not all perks are powers, some are knowledge, and others are things like personality and willpower, and casually stripping them away really breaks my suspension of disbelief.
If he really wanted to fix this power, he would have started back at 'Malformed Chakra Coils,' because that is a good power.
Now, rename it "One Release Wonder" or something. Where it limits you to a subset of Chakra abilities.
Rocks of "Internal Chakra manipulations only" is the old advantage. but you could do "Fuinjutsu Idiot Savant," where you cannot manipulate chakra fast enough for combat and need to seal it to use it later, or "Naruto?, I thought this was A:TLE!," where you can do anything, but everything has to use one chosen element.
Or something similar. (But I would still everyone access to Basic Ninja Training and chakra enhancement, the stuff every ninja needs to be able to do...)
And then for double points this applies to your out of jump supernatural powers. So if you were Lightning release only, you could use Conduit Electrokinesis powers, but not you mind control powers, or Mr. Fantastic Stretchy powers.

Drawbacks that include "Reduced to your Body mod and no warehouse" as part of them should not be a thing because they have no thought put in them, and are not very thematic to the jump.
Better to limit / constrain your powers in some thematic way related to the jump rather then just fiat them away together. Take Innistrad, all the shadow drawbacks took away all your perks and warehouse, for no reason at all. That was a bad design.
More thematic would have been if your Out of Jump supernatural powers were now fueled by Lands like the rest of the setting.
Or if you could only use powers that fit one of the 5 MTG color themes.
Or since there are other Vampire/Angel/Demon options in other jumps, you could only use Angel powers, or Demon powers, or vampire powers from out of Jump.

She gets thrown in jail by the prince, whatshisface, after she gets knocked unconscious by the chandelier. Afterwards she does want them to let her go because all she wants to do is go far away and be left alone forever, and because she's freaking out a little (because the prince tells her the people want to execute her and that her sister is missing), after the prince leaves her ice powers overflow again and break her bonds and the back wall of the cell.
It's less that she put effort into it and more that her powers just cause shit to freeze over when she has anxiety.

Under normal circumstances I would think it would ruin his day pretty badly? I would have thought that would be obvious? I assume you're talking about LoT Orikan, so the main things you have to be worried about are 1. the Warp energy he's buffing himself with, whih tends to interfere with normal physics to some extent. Given Necron technology can interfere with the Warp to some extent I don't think it would be guaranteed to entirely no-sell it-and that's the danger because 2) you REALLY don't want that beam to go out of control and chew a few holes through the Fortress, possibly unleashing a few C'tan shards who aren't guaranteed to be sane or benevolent enough to buddy up with you.
I'd advise you to aim for the bits of him that are still metal but still-you better have your own counter-time shenanigans tactics or super speed or hyper awareness or conceptually guaranteed-hit effects or something on that level because he's geared up for time-space shenanigans, and he's had a few milennia worth of foresight and study to git gud.

Oh, /that's/ easy. Basically, anything that's wholly divorced from the conventional understanding of physics.
This isn't necessarily about raw powerlevels; a simple example would be most fictional ghosts-for a given value of "survive" of course. Gravity has no truck with ghosts, therefore all you'd probably achieve is spooking the ghost a little with the sudden warping of space and their haunted house imploding. Then you'll probably get haunted too. Really, trying to snipe any kind of spirit or being with a mystical form of intangibility that can go intangible would do basically nothing except ruin their home. I suppose a scientifically produced form of intagibility would depend on the exact mechanics at hand.
Then we have organic entities such as Scion, Eywa or maybe even the Zerg Overmind which are so vast and dispersed that ONE shot would likely be insufficient to kill them, just hurt them really badly. The localised effect of the beam means hiveminds in general have an advantage against it, the more dispersed they are e.g. the Vajra of Macross. Or robotic ones like Skynet.
Finally there are those so divorced from physics the beam isn't an issue to them. You could waste a True Fae's Actor, but the GBE's lack of context in Arcadia would work against it if you tried to shoot the entire True Fae due to the weapon having no innate contract with the Hedge. There's a chap called Tunpo in GUNNM who's hyperdimensional and can simply recollect himself at a higher state of existence where space and time have no meaning. I'm actually not sure if Saber in her prime's Avalon would deflect the beam or not; I understand it provides conceptual fairyland protection up to the 6th dimension but then there's the mana costs to account for and even a single shot from the GBE is /at least/ on par with Notes-level attacks. A True Demon or another demon at its' level's "innate Reality Marble" would likely be able to negate the effects though.
