Depends on what you mean by usable.
If you intend on just using the art for a PC/NPC, you can easily enough photoshop colors and some touhou-character defining features. If the anime face is a problem, shop that too.
It's really not that hard to use the polygon select tool to cut new layers, and use color adjust and warp tools.
This thread is great reference or inspiration for those who love the sort of fashion.
