A lot of DMs don't allow the full variety of options that make Wizards so insanely powerful and versatile, coupled with the fact that it takes a certain level of IRL intelligence and foresight to build a proper "rule the world, ruin the balance" wizard.

The best class depends on wht you are doing and what the rest of your party composition is.
If the rest of your party is wizards, then the best class is the tank/healer who roadblocks so you can unload and then puts you back together again when you get hit by the AOE attacks they can't protect you from.

The pointy hats come from ancient astronomers (the Chaldeans, iirc), which is also where the robes covered in stars and moons and whatnot come from. The wide-brimmed hats come from Odin, who was said to wear such a hat in order to hide his missing eye.
The combination of the two comes from Gandolf.
I'm quite fond of the super-classical wizard type.
