These are homeless communities that have sprung up and seek to offer some form of shelter to the booming number of homeless people flocking to the state. They are a close knit community, with a process to weed out drug addicts and the mentally insane.
Yes. There are a good number of people who live on the street that are mentally insane. That is because whatever method they were using to pay for their illness dried up, and they were given the boot.
Others are people with crippling drug addiction.
A large number of people in the tent cities are too injured to work, and whatever support they had before also dried up.
Give the addicts and mentally unsound people treatment, give those physically unable to work a safe place to live, and help those too far down on their luck to pick themselves back up somewhere to start.
You can argue "Oh, well you have the people who are genuine freeloaders" And yes, you do. But they are in the minority. It takes a SPECIAL kind of lazy to be content living under a bridge in a tent with some cardboard to make a semblance of privacy.

My last character as a 'serial adopter'. A paladin, it all started when she found a loli lamia in a freakshow. Bad attitude, hurting inside from being abandoned and living in a cage all her life, mean and surly, no name. She's now a paladin herself, and my paladin and I couldn't be happier.

It went from there, and now I've got a couple dozen kids, almost all from various monster races, running around my home. One more, an elf of all things, is no big deal. It's like, setting the game to easy mode for a little while, compared to some of the others.

You know, I actually read something where this was literally true. Elves were immortal in that they actually lacked mortal needs. Though they could still be killed to death, they didn't need to eat or even breathe. They still did so, because eating and breathing connects them more closely to the world. Eating makes one stronger, breathing is required for strenuous activity. So an elf that forwent eating for a while would find themselves unable to draw a bow eventually, and an elf that tried to swim too far underwater would still pass out.
When they didn't eat or breathe to do anything except talk or cast, they started to get all whispy and ethereal, with an echoing and hollow voice. It was actually kind of a status symbol to be like this because it meant they were rich or magically powerful enough that they never needed to physically exert themselves.

Would Rance let Rick fuck Reset?
Bare in mind that in Rance IV
1. Rick beats Rance up (when Rance is under mind control)
2. Rance tries to trick a girl to let him into her house by pretending that he got injured when they accidentally bumped into each other. Rick ruins this by offering to treat him.
3. Rance isn't able to fuck Leila because she says she's in love with Rick
And Lia actually sends girls to serve under Rick's command so that they think he's cool and will fall in love with him instead of Rance.
The next two times Rance meets Rick are either in Kichikuou Rance or Rance VI (different timelines)
In Kichikuou Rance he's pissed off when he can't fuck girls because they're in love with other guys and often just goes ahead and fucks them anyway. Except for Leila who is in love with Rick and Rance actually thinks "well if it's Rick it's okay". If you do fuck Leila, which requires Rick dying, Rance actually feels really bad about Rick being dead.
In the Rance VI manual, Rance comments a bit on every character. He shit talks all the guys except Rick where he says "he's alright I guess"
In Rance IX Rance gets a few allies. He gets pissed of when he asks for reinforcements and gets Tourin because Tourin is a man and he wanted a cute girl.
He gets really pissed off when Pitten joins because Pitten is a good looking man and Rance tries to drive Pitten off until a misunderstanding occurs and Rance thinks Pitten is gay.
But when Rick is sent as reinforcements Rance is actually happen.
Rick, while really strong, is a confidence fighter and really falls apart without his armour and his sword. Because he's meant to keep the fact Leazas is helping the rebels secret in IX he has to fight without both and he actually spends the most of the game fucking up and also stuffing up further by freezing when he says that the enemy is a kid and he can't bring himself to fight someone who is a kid.

Eventually Rick ends up getting to use his sword in battle and performs really well and surprises everyone except Rance who says "of course he did. It's Rick after all. What did you expect"
And in the end of the game Rick needs to hold off hundreds of knights on his own to buy time and Rance yells at him that he won't forgive him if he dies.
