Oldcron fluff simply didn't go into it. Outside of a few details (short-lived and morbid due to incurable supercancer, technologically advanced, hated the Old Ones, etc.), the Necrontyr were a blank slate to the point where it could even be imagined that they weren't humanoid at all, and the body structure of the Necrons was meant to reinforce their skeletal appearance as a symbol of death to their (humanoid) enemies.

In Newcron lore the C'tan's bodies were based on the old Necrontyr gods, but previously there was no indication where their 'default' forms came from - or when they assumed them. The other Oldcron Lord models and the Immortals had it too, so maybe it's a sign that the C'tan really liked them or something. Imotekh and the 5th edition Overlord also have forehead glyphs, but of different designs, Imotekh's being the top half of the Sautekh Dynasty glyph.

Either way, I have a female necron Lord in my army. She's a conversion from an Infinity fembot. Basically, the fluff is that her programming has degraded a bit and she labors under the delusion that she's still beautiful and seductive. So she constantly tries to emphasize her femininity and use her "wiles" on other Necrons, who don't give a fuck.
In my head-canon, most necron females look and act exactly as necron males and are indistinguishable, except for these rare glitches.

Proportionally speaking, it's all fucked up, from the size of the head compared to the body, to the lengths of arms and legs, or the torso and its number and placement of synthetic muscles, to end with the oversized two headed weapon that also is impractical looking however you would plan to use it.
Conceptually speaking it is out of context: From the fact that eldar and necron are sworn enemies, to the necrosermis skeleton not looking like a skeleton, or the flashy, impractical and useless bits protruding from the weapons for the sole purpose of loading them with as much things as possible, disregarding simplicity as a key quality in concepts development.
Not commenting on the coloration, I assume it's just a further guideline.
Lastly, it is obviously bait as the signature, the hybridization of antithetic entities, the poor, bad and moody teenage deviantartists reminiscent, drawing and the expressed hope to generate interest in his own original creation backed up with further thoughts, vastly indicate.

This is seriously the edgiest teenage artwork I've seen all year. In a few years you're going to look back on this and laugh.
Work on making your capes swooshier, and try to have any loose wind-able pieces of the design moving in concert together. If his hair is being blown to the side like that, the cape must as well. Try and make more balanced proportions. His legs right now look too short compared to the rest of his body, and his elbow joints take up too much space on the arms. Even for an alien skeleton design, it looks awkward.
