You can't really. What you should do in your case since you have still some money and a lot of time is buying youth prospects. Scout the world (and especially Sweden), buy anything promising under 18yo (you should have the money), develop them. Either keep them for your team, either sell them for big bucks.
The thing is that the attractiveness of your club not only depends on your club's rep but also the league's rep. Which is where you need the other clubs in the league to perform, and hence why you need to be very nice to them.

When I focus on youth development and am scouting regions with bigger bucks than me like Central Europe or England, I ask specifically the scout to scout only players below 18/17 yo with a 4 star PA. Saves loads of time considering all the useless reports of players you can't buy they'll give you. Saves a lot of time too. I also specifically recruit scouts from other regions to get instant good knowledge from were they're from; targeting old players as staff members also works if they played in other foreign leagues and/or have friends from other countries. Same for affiliates: feeder clubs that also have affiliates in other countries will help raise your scouting knowledge. Gotta try everything to gain an edge.

I still prefer to get them as young as possible especially if they come from shit leagues to have time to develop them. Over 24 it's over for physicals and almost over technicals, best is under 21 for physicals. 18 is really the limit to give yourself 3 years to fix their physicals and few technicals as well as tutor them. Yes only half your squad needs the Hg status, but when all your intakes are shit and there's no guarantee that a prospect will develop into something decent, better take no chances at all and raise as many as possible HG players.
