Eh. It's hard to say which method works the best when a lot of the data are skewed.
I would like to say that building through the draft works as long as you have a good front office that knows what the hell it's doing. It takes a while, obviously, but if you string together enough good, consecutive drafts (and manage contracts well enough), you'll have a solid core from which to build off of for years to come. Your team might not be an Owl contender every year, but it should at least be able to be a consistent winner that goes to the playoffs and makes decent runs more often than not.
Then you can bide your time and wait for the right pieces to fall in order to make your Owl run.
Of course, this is the ideal situation which a lot of teams say they strive to accomplish; however, this process is often muddied by injuries and incompetence.
On the other side of the spectrum, if a team has a lot of cap space in a particular year and they utilize it well, they can bring in a good FA haul that can make a big splash.
Denver is obviously a good example of when the latter strategy works, which is in my opinion, an anomaly when it happens. Normally, when a team does what Denver did (and what the Giants did this offseason), they end up wasting cap space that could have been used to keep key core players or sign high profile draft picks that end up being worth more than the free agents they signed.
It's really a mixed bag that depends on how good your front office and scouts are at determining potential. If they're relatively consistent, I'd go with building through the draft. If they're terrible, then you better hope they get lucky both in the draft and in FA.
