1) Do what butters said, train him on his quickness forever. He's already a good enough player, he just needs some accel.
2) keep him close to your first team, but don't foce him in if he isn't good enough yet. He's still you enough, play him in the u21s whenever he does not make it into the first 18 of your main team.
3) Burnout is a myth, so make him a permanent first team player the second he performs as good as your substitute right mid and make him your new backup right mid.

Don't force him in if it will cost your team. He is so developed for his age that it barely matters when you bring him in, he will reach his peak anyway.
Once he is good enough for your team, play him as often as you like. Burnout does not exist so there are no downsides, but he will peak faster and be soon much better than the player you replaced him with.
