Like obviously it'a penalty but at least it stops the goal and they have to convert again for it to count.
I only ask because that is literally what Suarez did to Ghana in 2010 and instead of them scoring, he blocked the goal with his hand and then Ghana actually missed the penalty and lost because of it. If he didn't use his hand, Uruguay might have lost.

The difference here is that conceding the 2-0 will probably not make any difference, especially that late in the game. Thus it's better to lose 2-0 than get a red card (thus missing matches)
