Justin Forsett in 2014 was a top RB no reason to assume any different when he comes back next year. Cowboys no longer have Murray. While Zeke is still unproven in the NFL, at overall pick #4 he was actually drafted later than Trent Richardson so I assume they are a wash.
Perriman will be back from injury, and while unproven in the NFL, all the Elite Super Bowl MVP Flacco needs is someone to take the top off of a defense so they can draw a PI flag. Steve Smith will be back from injury and was a top 5 WR while he was healthy last season.
Kamark Aiken was backup who moved up to #1 WR half way through the season and was only several yards short of 1k.
Terrell Suggs will be back from injury while the unapologetic woman beater Hardy will no longer be on the Cowboys. I believe the Cowboys had the fewest number of sacks last season even with him, so there is no reason to believe there will be an improvement there.
I assume you believe Witten performed so poorly last year because Tony Romo was injured again. Let's assume he has a slight drop off again next season because you're hoping Tony Romo will only be injured for 25% of the season. I would put him current talent wise on par with the Super Bowl winning TE Dennis Pitta who will be returning. Ravens also have Crockett Gilmore and Maxx Williams who are much more versatile than Escobar who only catches 5yd TD passes.
Bailey and Tucker are basically a wash at 1 and 2 in the league in accuracy. Obviously Bailey is more accurate in makes, but has never had an opportunity to make an important kick in a playoff game or Super Bowl as Tucker has proven. Koch has also been the top punter in the league for the last several years.
While I do not believe that all of that makes the Ravens a lock to be a top 4 team next year I feel they are certainly more likely than the Cowboys.

But we haven't seen Scandrick, Lee, Crawford and Byron Jones all play together on defense yet. McClain is still a good back (thanks raiders).
