Downtown itself if still pretty cheap but it getting RAPIDLY gentrified by white kids in college/post college and rent and mortgage are going up every year. Once people get married and start having kids they move out to the aformentioned wealthy suburbs because no one wants to fuck around with Detroit public schools. I was born in the suburbs, went to school in Ann Arbor, and am 30 so I've always lived in the suburbs. Downtown and Midtown weren't as hip as it is now when I was 18-23, though I did hang out there a fair amount for the bars and concerts.
As far as the city's neighboorhoods don't even bother considering it. Housing is cheap but for the most part they're hellish places to live outside of a select few.
