Depends on the data provider. I've seen rball and sportsdata mentioned, there are a couple others.
Mine has coverage from TV but it has some differences:
Delay, so if your provider is too slow you won't get matches, as venue will always beat you.
On the other hand you provide more info and can chat with your clients while covering.
Half pay.
If you're supposed to be covering at the venue yet they find out you're covering from TV or radio you're fired automatically.
Bookies very rarely hire only one provider, so I think they use venue scout to close the market in time to adjust the odds, but rely on TV for info.
Some matches are inaccesible for venue coverage, like matches at closed doors, not having a scout available (sickness, not in the country), tickets being sold out/too expensive.
In mainstream matches you can be sure there are all kinds of scouts from all sort of providers. On the other hand, say an U19 uruguay league, it's probably just me on my phone.

In some providers it's commentating the matches through your phone and a supervisor gives the inputs. In others it's an android app, others it's through a link, others giving inputs through buttons during a call. The TV apps are very complicated and vast, for example in football they ask you who assisted the player who shot the ball, estimates of possession, basketball is outright insane
There are some requirements though, for example the goals, penalties and red cards can at most have a 3 second delay, this way people who are watching the matches through tv can never get the info earlier than the bookies. If you fail you get different degrees of punishment. Even then, they always say that if you're in doubt you should close the market, they prioritize speed over accuracy because as soon as the market closes it can be fixed. This is useful for example when there's a disallowed goal or a yellow card that may be a red. Another thing they won't forgive is not giving a dangerous attack input before a goal or a corner
On the other hand they aren't this strict regarding corners. Corners are important but if you're a venue scout it's not a priority, under some circumstances you won't be punished if the info is outright wrong. I've mentioned that you can also give basketball points with delay, as long as it's not wrong order or wrong quarter score.
