I was reading the rules and I think I figured out Mayfield. He asked TTU if he could transfer, they denied him. So at that point, his only option was to walk on at Oklahoma. By the rules, Oklahoma cannot offer a scholarship for the first year he is there nor is he eligible to compete except under very specific circumstances that probably wouldn't happen in football.
