NASL should probably implement some minimum standards, though. Before they were sold, the San Antonio Scorpions apparently had most of their players on 8-month contracts with no healthcare. The owner was cutting costs wherever he could to direct money to his charity foundation, and it meant a work situation that shouldn't be acceptable in professional sports.

You're comparing different strategies across teams, though. Cosmos are pursuing the model they've always used, signing washed-up superstars to fill seats, and hoping it won't destroy the league this time around. Other teams are trying to get away with treating NASL like a semi-pro league.
NASL currently gives these owners the freedom to try different things, which helps differentiate them from MLS. That'll probably change as a result of the USL union. Either the league will implement minimum requirements, or players will unionize and work out a CBA. Peterson has said any CBA that has a minimum salary will also include a salary cap, though.

The Mason-Dixon line is only one arbitrary measure by which the boundaries of the Southern states may be drawn. It doesn't even match the borders of the Confederacy, which itself does not encompass all Southern states.
While DC itself is not culturally a "Southern" city, it is located physically in the South, and certainly DC United's catchment area includes Virginia, which is unquestionably a Southern state.

The difference is that in Portland, the FO knew that they didn't have to have a great season immediately because the fans would still be there. In Columbus, the team has been around for 20 years. The people who have been going to games would continue to go and they really had nothing to lose with a bad season. These attitudes allowed them to grow a cohesive team that played well.
Expansion teams now feel the need to sign a big name player in order to sell jerseys and get the word out that a new team exists. This is a good marketing strategy, but it doesn't lead to success on the field in most cases. Montreal joined MLS and had no stars. The attendance was dwindling over time, and they decided to bring in a big name in Drogba.
