In terms of Revenue, Ottawa, Edmonton, and Winnipeg are all 19th, 20th, and 21st in terms of Revenue. Calgary is 13th. Ottawa and Edmonton have metropolitan area sizes of 500,000 and 400,000 people larger than Quebec City. Winnipeg is just smaller than Quebec City. Quebec City also has a very similar GDP per Capita to Winnipeg, and is only better than Montreal in terms of GDP per Capita for Canadian cities.
Couple all of this with the status of the Canadian Dollar and the fact that the NHL already has somewhat of a footprint in Quebec City, there is a much smaller growth factor for QC than Vegas or Seattle.
The reasons for why Quebec City isn't an attractive market to NHL Owners and the NHL is a long long list. One that probably outweighs the gains it brings.
We also haven't even begun to talk about the revenue sharing between Canadian Teams and their TV Deal, something that the 7 Canadian Teams may not want to divy up to an 8th team. And at that, the lost revenue from a team like Montreal could be a big sticking point for a lot of the powerful NHL Franchises and their owners.
