Net result: Less aerodynamic downforce on the front end of the car. Cars will also create less turbulence in their wake.
The will make the cars less dependent on downforce, and less sensitive to the wake of the cars in front of them on track
As it stands now, you can have a good handling car that is fast, but due to the aerodynamic dependency that handling goes away when you are in the turbulent air behind a slower car. That makes passing nearly impossible.
Between the aerodynamic changes as well as the adoption of softer tires that wear away much more as the car runs laps we will see a lot more passing next year. The leaders advantage will be restricted. The cars will be faster on the straights and slower in the corners due to less drag and decreased handling.

They chose not to because they want this package run at the 2 mile tracks: California and Michigan.
Without the tapered spacer the cars were approaching 215-220 into turn 1 at those tracks. With the lower downforce and full HP we're looking at 220+ easily into the corners.
NASCAR's insurance provider won't allow that.
The compromise would have been to run the tapered spacer only at Michigan, Indy and Cali and have "semi-restrictor" plate races.
But still, without the tapered spacer and with low downforce the cars would be doing 210-215 into the corners at the 1.5 mile tracks. This was still uncomfortable for NASCAR so we have what we have. Tapered spacers everywhere

It very clearly happened last year when at Phoenix debris were reported but the caution wasn't thrown until a side by side battle between two chasers (Hamlin/Logano, iirc) was settled
