IIRC for NASCAR It's the distance around measured 15 feet away from the outside retaining wall. Different series measure differently. Obviously the introduction of SAFER barriers actually shortened the distance around the tracks when measured the NASCAR way.

Don’t get me wrong, I’m as big a fan of night race’s as the next guy, but I’d be remiss if I failed to point out the glaring hypocrisy demonstrated by NASCAR in these situations. With a strong El-Nino causing havoc to the Jetstream and weather patterns across the United States, we’ve seen destruction on a mass scale. Electricity has and always will be a valuable commodity and one that should be used responsibly. NASCAR’s “green” campaign has shown their desire to be an environmentally friendly motorsport series. What better way to show your “green” initiative than to let batteries light the track? While I agree us at home would suffer slightly with the reduced visibility, I believe that we would quickly acquire a taste for it. In the end, rather than wasting electricity to power banks of lights surrounding the entire track for several hours, the cars could just use their headlights to see.
