I downloaded a dutch lower leagues database and the guy who made it was clearly a Club Brugge fan, as they were given a worldwide reputation and had spent about £100m in the first window. He also tried to implement some retarded big city = big reputation thing, but some Amsterdam team in like the fifth division ended up being the fifth most reputable team in dutch football.
I've had similar but not quite as extreme cases of retardation in other leagues aswell. Maybe I just suck at picking databases. Also, if it's so simple, why not let the game do it, or whatever.

I think they turned the refs down to lenient or whatever the setting is because its pretty rare you even see a yellow, probably typically only 1 or 2 fouls a game.
