It's been like that since 2014, afaik. Didn't do much regen hunting before that.
But, that's for the big clubs (basically any tier 1 on any national pyramid). Smaller clubs, Amateur/Semi-Pro clubs will wait on giving contracts and you can steal those regens.
Also, a lot of the time good regens will only have youth contracts, so you can offer them a full time one with you.

I read reviews and foolishly looked at /v/ and was concerned it was utter shit but I've played it and its decent, definitely different from 3 and NV and it certainly takes a good while to adapt to some of the newer things like the crafting and the new pipboy layout but if you enjoyed 3 or NV I think you'll be hard pushed not to at least find it decent.
Definitely feels slower paced though, I've played several hours and barely made any progress storyline wise.
If you're on a budget I'd say wait for a sale or a good deal to pop up but if you've got the money to burn then just go for it, you might not be blown away but I doubt you'll hate it. Its definitely not as bug ridden as /v/ would have you believe.

It's probably a 4/10, mediocre but playable. If it wasn't titled "Fallout" and was it's own IP I'd be more inclined to say that it's a 6 or 7/10, because it does have some aspects that look decent, but it's not a Fallout game. Using the name is pretty insulting, although it's clear the name has nothing to do with the original idea of Fallout anymore.
It's certainly not worth $60, and it's not worth another $30 to get a couple of half assed DLC expansions down the road.

My main concern about new bethesda games is that the worlds they create feel... empty, lifeless. That would work for F4 though, as it's technically a nuclear wasteland, Skyrim did so many things wrong it's insane. I've played it a lot and had fun with mods though, and that's probably what's gonna happen with 4 if I get into it, but a few things hit me even without playing

In fact, if you set him to AP/attack with move into channels, you could probably ignore one AP in the midfield and use something else for more possession or defensive stability. Not sure if it works though.
