The answer is yes, though you should be reminded that neutrons decay and have a half-life of about 11 minutes.
It's possible to slow neutrons down from some source (usually produced by an accelerator) and trap them magnetically. There's no way to make them as dense as you're imagining though. A cold neutron gas that lasts less than an hour is the absolute best we can do.

Neutrons can be accumulated, and they are, in neutron stars. However, neutrons repel each other by the pauli exclusion principle and cannot be corralled in earth conditions. In the case of a neutron star, we have the immense gravity of the star to counteract this.
