which one will let me help poor people and help develop my poor thirld world nation faster?

I'm kinda with you though man. CS is dope, EE is dopest. But, doubling on them would require you to be some kind of genius.

A quick look suggests any place that has Electronic should really modernize and call it Computer Engineering.
EE is more hardware, more physical manifestations of electricity (signals, power distribution, physics), but still has a few programming and such courses, more geared towards devices or basic programming, not computer science or "big scale" programming. Computer Engineering (and Electronics) would focus a lot more on implementing networks, operating systems, computers n shit.
I'm Electrical Engineering, and although I definitely would like programming or physics more, power systems are a career path. I also am not very motivated for programming, but am for devices and shit.
Put in the effort and go for engineering.
