The difference between 6'4'' and 5'8'' is the difference between 76 inches and 68 inches. That's only a 12% increase in length. If the penis were 12% bigger in that case, equalizing all other factors, the 5'8'' guy would have a 5 inch donger and the 6'4'' guy a 5.8 inch donger (not taking into account the different proportions that people have, taller people generally having longer limbs). But the penis doesn't have any bones in it and the differences in height between people is caused by differences in bone length.
