99.9% of the people who call themselves software engineers do not have engineering degrees. They did CS or some tech school programming courses. Waterloo and a couple other engineering faculties give out real engineering degrees in software engineering, but their graduates are a tiny minority of software engineers.
Professional engineering societies are supposed keep random assholes from calling themselves engineers just to sound important, but they're pretty ineffectual, so now every programmer is a "software engineer", every janitor is a "sanitation engineer", etc.
