Why does the moon look larger when its near the horizon?
When its near the horizon, its farther away by nearly one earth radius than when its high in the sky
Also taking into account atmospheric refraction, shouldnt it appear smaller?

It is actually a myth that it's atmospheric scattering. Scattering changes the color, for sure. The size is an optical illusion. As far as a plane flying in front of it. You'll virtually never see that, so I don't know where that idea even comes from.
