its a stabilization release gate for a hydroelectric dam's reservoir. They put these in for dams in areas where precipitation and thus reservoir depth is highly variable. In this way they can avoid the risk of catastrophic spill-over, which could easily destroy the dam.
You could canoe down to the bottom, but it has a large rebar cage to keep trees n shit from going thru. You would get stuck, and the heavy current would likely rip you to pieces eventually.
