To what extent does neuroplasticity work? My brain is pretty fucking damaged from laziness and unhealthy lifestyle. IQ must be at about 90 I reckon. I'm 27. Can still get smart if I work hard from now on? Thinking about deleting system32 if there's no hope.

Brain literally works by just creating neuronal paths. Practice makes perfect is true because by repeatedly doing certain actions your brain will develop to automate that perfection and make these neuronal paths stronger.
