Yes, but the chances of that happening are laughably slim. Though more "usable" wouldn't be the correct term since you already use 100% of your brain. More "efficient" might be a better term?

I wouldn't say more efficient. If new storage grows, not subconscious functions, I imagine it would be like a sponge and you could learn and easily recall much more all of the sudden.
