Much of Western Europe is fairly liberal and many chemicals can be bought legally over the counter.
Narcotics, on the other hand, is different, even in NL. Admittedly that bookshelf alone will get you arrested in a few countries.
So it depends on what you want to do.

No, I am not. I spent too many years in uni and outside to learn the skills I use to even think of risking it all with dubious chemicals and far out electrical stimulation.
I know it is being tried and I read articles on it but that does not mean I plan to do so myself.
