Define "good as a beginner". Do you mean making a hello world program? Or do you mean making a program to catalog your game (or song) collection?
A total beginner in C could make a tick-tack-toe game in as little as an hour, presuming they didn't get stuck on debugging for a few weeks.
C is actually a trivial language to learn. It has a few gnarly things, but for creating a basic "hello world" program, you can learn it in 15 minutes or less.
The hard part about programming in C is all the meta stuff. That is, techniques to write code that is readable, maintainable, robust, bug free, etc etc etc.
So, 1 day to learn, a lifetime to master is the correct answer.
How long would it take to learn carpentry? At its base, it is just driving a nail into wood, cutting wood, and getting things plumb and level. But there's a whole lot more to carpentry than just beating on wood (there is a remarkable amount of trig and basic geometry, for instance).
It takes a lifetime to learn, and a day to master :v)
