Obviously there are people who can pass their test after 12-15 lessons or maybe even fewer. And they are the ones who always brag about it. But most people I know passed their test after over 20 lessons, and I know plenty of people who took 30 or more.

Because the tory politicians backing Brexit didn't actually think they'd win, nor did they want to. They just backed a popular campaign knowing that it would bring them a great deal of popularity with a large part of the country.
Obviously Farage and UKIP's desire to leave was genuine, but they are not in power, so there was no need for them to come up with a plan.
