Stretching works, there is plenty of evidence that supports this, there are even a number of guys in this thread reporting how effective it is. It worked great for me and should be the first thing every phimosis sufferer tries.
Circumcision is barbaric and destructive and, above all, permanent. Nobody should be prescribing it for something as readily correctable as the typical phimosis case.
Even most extreme cases of phimosis can be fixed by stretching. But if you're not patient enough or whatever and decide to get cut instead, make sure to inform yourself before surgery.
