I have a trick I started to use to force myself to engage. Whenever there's something that I really want(a video game, lunch, a new jacket, whatever) I attach a value to it. Lunch is asking one girl out. I don't allow myself to have anything I want without asking a girl to hang out at least once.

What I think is key to being successful is familiarity. The more regularly you can interact with someone the better your chances at eventually getting with them. Take initiative in both starting and ending conversations for the first 2-3 times. Then let them do it. If they don't move on because they're most likely not interested.
