It depends on the severity of the inflammation. In the early stages it's possible to lift the jagged edge out of the depression where the toenail sits and use hot salty water to reduce the swelling, preventing the toenail becoming trapped and digging further in to the skin.
In the later stages large yellow granules form from the leaking pus, the site is infected and swelling is so severe surgery is required where they actually remove a vertical slice of the nail from tip to root so there's a gap between the nail and the skin where you can touch the nail bed.

Anyway, the outside is unsalvageable, the big red nodule is like a sac of blood vessels or something, it's really painful to play around with.
The inside is workable, if you gently scrape the crusted pus away with something small, metal and sterile, I used a portable nail file. Make sure your hands are clean too. Once the pus is gone you can use moderate force to pry the skin away from the nail over time, possibly days, and eventually lift the offending jagged edge out of the skin fold. After a few days of keeping it out the swelling should go down.
You should try to keep your feet bare as much as possible, shower at least daily and dip your feet in warm salty water for 5/10 minutes a day. The antibiotics will reduce the swelling on the outside, the big red nodule, so you might be able to sort that one out too.

In future do it yourself the moment you notice the green tinge that foreshadows the ingrown toenail.
All you have to do is gently lift the side of the nail so that the edge is above the skin flap.

Do you have other information about the video? The quality looks 90sish. It's possible that it's a cut price American procedure from the 90s. I had half a dozen people in the room while I had my surgery, the surgeon had somebody holding things and handing him things, there was someone talking to me, a backup and a couple of others doing fuck knows what.
My toe did not look like that when it was done. I watched the surgery, he pulled the skin back, made a vertical cut in the nail down to the root and that was it.
