Well, yeah, but those two kind of go hand in hand. If it's socially acceptable but criminalized, people will just force governments to change the law (see: democracy; gay rights). Regarding the rest of your post, yeah, you're right. This is probably just me wanting to "play it safe" more than anything else. However, I feel like caution must be used. We already know an animal can't exactly walk up to the nearest police station and report that someone has been raping them. Loosening the leash on social acceptance of zoophilia would also mean that people won't fear getting caught while having sex with an animal like they currently do. Unfortunately, this could also mean that people who aren't sensible to animal behaviour and just want to use one as a sex toy would have more liberty to do so.
Is this all just worst-case-scenario thinking? Definitely. Is it without reason? I don't think so.
