There's no way to track every place a human has been but also used the Internet to browse. It would only work if your location was constantly tracked somehow. Yes, this technology exist if you have a smartphone, but >entire browsing history

They can use other associated information to identify you as a person. For example, Microsoft Windows 10 is able to geolocate you even if you don't have GPS now, by triangulating wifi signals in the general location associated with your IP.
Back when there was that search engine (sorry can't remember the name) where lots of search results got released, it was very easy for the public to simply look at searches performed from the same IP address at roughly the same time to identify persons. Actual names of people were known, and this was years ago using a long outdated search engine. Google stores tonnes of things, I remember when I used one of their phone search apps for a week or two, they had a 'search by image' function where you'd take a photo with your camera and search for things that looked similar (logos, shapes, etc)... I deleted the app then about a year or more later I discover that these have been stored as history in my google account...the creepiest thing was that they hadn't just stored the image I'd taken a snap of, they'd taken about 20 images before and after as well - creating a mini film of whatever my camera had captured in the moments before and after (apple have a new thing similar to this, but apple actually tell you it's a thing).
It would be absolutely no problem for the NSA to track individuals, and probably quite easy for companies and persons outside of the NSA.

You forget that there is much more data being transmitted through the internet.
Your browser, your browser version, your OS and sometimes even hardware info (HWID).
Even your search history, your browse habbits, its all stored.
Its not your IP that is exposing you, but all the datamining of the stuff mentioned above that does it.
You would literally have to change your system and change your browsing habbits every day to be really anonymous.
I've wondered about if that came to light how many people actually look at messed up stuff like cp and bestiality or whatever.
