Copbro here, and before you ask I only come on here to laugh at you guys and try to understand you I guess.
Most of us don't care about minor drug offences. The officer likely knew exactly what you were doing and wanted to do exactly what he did, scare the shit out of you so you don't come back there.
Also he may be considerate of officer safety. For example my department doesn't let me have a rifle in my car. If I get in a shootout on the edge of my beat in the middle of nowhere I'm fucked until backup arrives. I don't know how many people are in that car, if they're armed or not, etc. Generally when I do what he did, just a show of force, I watch the car and they do exactly what you did, wait a few seconds start the engine and leave. Pretty typical interaction actually. Think of it as seeing someone run a stop sign but instead of pulling them over we just flash our lights and make the "whoop whoop" noise.
