yeah photoshop CC 2014, im still learning a lot of blending tricks...just practicing
did this one earlier for myself, its decent but its hard to blend the skin where the bra strap was evenly

Yes but WHAT in photoshop?
You need to add a new fill layer that is a solid color, then turn down the opacity of the solid lay and delete the areas you want bubbled...use biggest bubbles possible
