For photoshop bubblers:
1. Use 'Liquify' to shrink the swimsuit.
2. Paint over the swimsuit with the model's skin color.
2. Use a partially-transparent layer for the bubbles.
3. Blur that layer.
Notice the bubble layer was Gaussian Blur'd and set to Luminosity with 100% Opacity and 100% Fill.
The swimsuit got shrinked as hell with the 'Liquify' filter tool and painted over on another layer with her skin color.
The straps of her bikini over her shoulders were removed with Clone Stamp Tool.

That's kinda easy mode bro. The real deal is how to make the fake tits appear, and the other guy is fucking boss at it. What I usually do is just remove straps/threads with the tools (patch, clone, the other one I forgot the name), then just paint with some basic brushes at hardness 0% trying to make the lightning correct (failing almost always).
Never tried to liquify the bikini, that would make things easier I think.
