Ask Putler. We used to ovserve it just like the rest of Europe until, I believe, 2012. Then, for a couple of years, the daylight saving time (UTC+4 in Moscow) became permament: it didn't change for autumn and winter. Then, in 2014 we permamently switched to UTC+3 instead.
