If anonymous posting has a flaw related to speech without consequences then persistent-identity posting is flawed for its chilling effect on frank discussion. So at best we can say all communication is flawed, which is ultimately not saying much at all.

Only in the absence of systems to control quality. Strong moderation (or other things) can limit the amount of shitposting back to a low level.

The anime subculture was foundational to 4chan's culture. Asking if it had a negitive impact is meaningless, because without it 4chan would be incompatibly different.
That's not to say I like the anime subculture, or that it's the whole of 4chan's culture (especially now).
I prefer anonymous posting. With accounts I can't tell someone I disagree with that they have shit taste and I hope they slip on glass and remove themselves from the gene pool.
