There's also such a thing as too much moderation. Just now there was a thread talking about the failures of Western media to write female characters compared to anime, and it got deleted. Anime has most of the time been permitted on /tv/ and this thread concerned both anime and Western TV/movies, but still it was deleted.
Moderating through fear, uncertainty and doubt seems to be the modus operandi on 4chan. There are no clear rules or consistent enforcement, and moderators absolutely refuse to ever explain themselves or communicate with users in any way. You could have a 400+ post thread about Dragon Ball Z today, and then tomorrow your Ghibli thread could be deleted.
