Seeing how he gets a tons of his posts regularly removed that would normally warrant a ban on /a/, most likely yes. It is more likely an optional thing the mods can do, but, rarely use.
There was a week or two were reporting any of his posts basically almost guaranteed it to be removed, regardless of what it was. So, its obvious the mods know he's a giant retard, a shitty poster and he needs to be banned, but, people just don't report him enough for them to see.
