A lot of people come to 4chan when they act say something racist or sexist, and are told to "go back to /pol/" and sometimes banned on websites such as reddit, tumblr, facebook, etc. So they google "/pol/" and find 4chan come here, thinking it is a hardcore free-speech website to talk about racism, sexism and other forms of bigotry. However, many of these types of people would otherwise be normalfags, if not for their particular brand of bigotry. So they post here, enjoying what they perceive to be a hardcore, free-speech website, for enlightened and redpilled adults such as themselves. Then they get extremely outraged when people act dumb or have fun in ways they feel makes the site less serious or not to their liking.
That's how you end up on 4chan without realizing it is an anime website.

He could have just as easily posting on another board to complain. You will also often notice /pol/ tends to think the rest of the website is /pol/ and behaves like /pol/, and acting like /pol/ on other boards isn't leaking, it's cross posting.
Less likely, it's someone from /tv/ or /r9k/ or something, but other boards tend not to get as many new users from other websites such as /pol/. The explosive growth of /pol/ can only be explained by lots of new users.
