Just remove the global rule about porn and replace it with an nsfw toggle. If you have the nsfw toggle off you won't be able to see threads and posts tagged as nsfw.
Of, course this means that users will have to tag their own posts as nsfw by ticking a new box just like you can tick a box now to mark an image as a spoiler.
Posting nsfw content without marking it as nsfw would be a bannable offense. In addition, posting smut that is unrelated to the board would also be against the rules, just like anything else.
If a board gets flooded with the same smut over and over again, the mods can still do their job. It's not like only smut is spammed, there are plenty of shitty threads that get spammed all the time.
